Can not change shouts while shouting

When in combat and changing a shout I often get this message:
Can not change shouts while shouting

In the magic menu the shouts are greyed out. I'm not shouting and not fighting at that time, but the shouts just do not function for a few seconds (10-30 seconds).

Is this a bug or is this supposed to happen in combat?

I have never noticed that message and never had trouble switching which shout is equipped, I'm gonna go with bug... it sounds like maybe there is something tied to the shout effect that is not "switching off" when it should... like the game thinks you are still in the middle of performing a shout and trying to switch it up while you're actually doing it.

I had these messages occasionally as well, no idea what causes it though. at least it doesnt happen frequently.

You must wait between two shouts; the time differs according to each shout.

I don't think he's talking about the cooldown period between performing shouts. I think he's talking about going into a menu to select a different shout to do next and getting locked out because the game thinks he's still in the middle of doing the one he actually finished doing 10-30 seconds ago.

Because he is not waiting for the "catch your breath" timer. Until it gives the all clear, you can't change the shout you are going to use.

Correct, sometimes I haven't shouted for 10 minutes and the shout does not work in combat after I change it.
