Yeah the Moth Priest has it you need to pickpocket it

Uh. Theres like 6 of those in the Blade Armory, at Sky Haven Temple. Along with a unique one called "Dragonsbane" that does 40 shock damage to dragons, Bolars Oath blade which is founded in Bloated mans grotto(or something like that, the location of the ill met by the moonlight quest) and Harkon has a unique one that has an absorb 20 pts enchant on it for Vampires.
