Can't purchase Windhelm House! : V

if you haven't gotten to windhelm or the civil war quests, then this will be a spoiler, so don't read on... all others....

ok, so i wanted to purchase the awesome house in windhelm. i completed blood on ice, then dumbly went and gave jarl ulfric his war axe from whiterun immediately afterwards. it wasn't giving me the option to purchase the house and when i went back to whiterun i realized i could no longer get into the town because i'd started the civil war. well, lydia along with all my money and most all my possessions are in my whiterun house. so i reloaded back to BEFORE all that and began the blood on ice quest again. (unfortunately i deleted prior saves from before starting the civil war quests, dang!) i have completed blood on ice now. i went back to jorleif. he thanked me for solving the murders, but still hasn't offered hjerim for me to purchase! if i try to talk to jarl ulfric, he only wants the axe and i don't want to start the war.

so can i not buy the house now? does anyone know if this is a glitch or i'm missing something?

Purchasing the house is conditional on advancing in the Civil War quest and the Jarl of Windhelm offering to make you Thane of Eastmarch. Per the wiki;

You will have to capture Whiterun and Falkreath for the Stormcloaks (if you joined the Stormcloaks) or complete The Battle For Windhelm (if you sided with the Imperials) before this quest becomes available.

oh no! i don't suppose you know then... if i go through with the civil war, will i be able to keep my houses in whiterun and solitude? i would rather keep those two than acquire the one in windhelm... although i do love the secret panel in the closet.

I done the imperials side for the civil war and i have every house in the game so you will be fine no matter what you do .

sorry to bug again, but i just thought of something: would you recommend buying ALL the houses BEFORE starting the war? or would it still work out ok to buy some afterwards?

It works the same before or after, could just be different Jarls afterwards.
