OK i am currently downloading the update patches since i'm at a friends and it might help.

Although the past day (got skyrim yesterday) i have lvld up to lvl 10 and have not seen 1 dragon during free roaming!!!

The only dragons i have seen have been for a quest (scripted) or on a dragon wall thing but they don't appear to ever fly off until i fight them. I have not come across or heard any dragons flying about through the land and i'm becoming concerned. I spent a good 3 hours looking for only dragons. I walked in wide open areas with massive draw distances, but still no luck. In the Prima guide a certain quest was given as the point in which dragons will begin popping up everywhere and i completed it. Yet here i am wondering where the hell all of these dragons are!!!!

Maybe i'm missing something obvious but any advice or help is desperately needed. It's so empty without them!!!

You need to have gone through the main quest to some extent~ At a certain point you are told to take down a Dragon which is attacking some fort or something~
After that, you start seeing Dragons~

or maybe he just bought the mexican version in wich there areno dragons ...
