Can someone explain Enchanting to me?

I remember in oblivion the higher quality the item the better the "effect" could be on it.
What all determines the effect in Enchanting in Skyrim? the Quality of the Item? the Soul gem used?

Or both? Is there some sort of chart some where?

Enchanting, in a nutshell, is based on several things when making them:

1. Available enchantments from those that are broken down (disenchanted), soul size (petty to grand), and what the item allows for enchanting.

2. Skill, perks, and buffs from various sources (other enchantments that boost Enchant, potion effects that boost, perhaps other abilities or blessings).

All of these factors come into play when enchanting.

So does item Quality matter (Like a Sapphire vs a Diamond Ring for enchanting). In Oblivion one had like more "room" for enchanting/charges.

I want to say quality matters. I usually upgrade my equipment before I enchant and I've noticed better enchants vs when I did it on the last item that I didn't upgrade.

BUT, I've also gained enchanting skill since the older items. No perks, though.

The item's quality itself had nothing to do with the enchantment.

A copper ring would yield the same enchantment as a gold diamond ring. The only thing that affected the power of the enchant was the size of the soul gem you used and how much money you were willing to spend on it.

The only thing I am confused about the enchanting in Skyrim is why certain effects can only be used on certain item types. Like, why can Fortify Health only be used on a briastplate, and not gloves or boots, or a shield? As for the power of the enchant, again it's based on the size of the soul used in creation, in addition to your skill in Enchanting. Nothing else. I put the same magical effect using the same sized soul on a Leather Helmet that I was able to put on a Steel Plate Helmet (Superior).

From my rather limited experience, it seems that the quality of the item determines the variety of enchantments it can take (I think the hierarchy for apparel goes, from low to high, skill enchantment, attribute enchantment, attribute+skill combo enchantment), while the soul gem determines the power of the enchantment. Eg, a pair of Light Imperial Boots I had could only take a skill enchantment, but the enchantment itself would have been just as powerful regardless of the item I used.

According to the game I've enchanted over 100 items so I might be able to shed a little light on this.

The only things I've noticed that affect (effect? I never know...) the quality of your enchantment is your skill in enchanting and what soul stone you use. Now there are only certain items that can hold certain enchantments (boots can't hold fortify magicka enchantment, nothing can hold fortify barter except for necklaces, etc..) but as far as enchating a copper ring versus a gold diamond ring (as stated above) or a steel sword versus an ebony sword, that doesn't matter.

To clear up some confusion, everything I mentioned is what comes into play. Quality only effects the price for the end result. A iron dagger will still be able to have the same amount of fire damage a daedric greatsword can have.

Charges are determined by how powerful the enchantment is and the charge. Like in Oblivion, the higher the soul quality, the more that can be used for the enchantment, and like in Oblivion the higher the strength of the effects, the more powerful something will be on apparel.

However, unlike in Oblivion, the highest stat for an enchantment for a weapon can be placed regardless of charge, but the amount of times it can be used is affected. An example would be Banish Level 25 on petty soul will have about 1 use.
