I was standing in the market place in Windhelm when I thought I heard a dragon in the distance. I know there is a dragon (Viinturuth) waiting for me near Lake Yorgrim. So I got to a vantage point where I could look west from inside Windhelm, and sure enough I could see him out there cicling around. This has me puzzled.

I thought for things to be happening in a cell we had to be there. Yet here I am in the Windhelm cell but I can see a dragon circling around out in the Skyrim world space. Indeed, I can often see dragons circling off in the far distance.

I would like to get a better idea of how cells work.
