Been wondering about a couple of things and have yet to get a clear answer on the forums about one of them. The other is something I have read elsewhere is a problem but not necessarily a "glitch".

1) Items with certain enchantments not appearing after reaching a certai level. It has been said on the UESP site that the Muffle, Waterbreathing, and Paralyze enchantments don't appear after you reach a certain level in the game. I'm not entirely certain rather it means the level of the character or the level of the skill. I know Waterbreathing was "fixed" thanks to a guaranteed location of an item with that enchantment but the item was still not showing up in random loot or in merchant inventory. I have noticed this on several playthroughs of the game with and without patches and DLC installed that these items simple do not show up, especially the Muffle enchanted items. Is the percentage / frequency of the item ocurring really as low as what is being portrayed on the UESP site? Is the enchantment really being gltiched out of the game?

I asked on another forum thread and got a BS answer about there being an item on a specific quest. I went as far as to restart the game and do the quest and didn't find it there.

If the items are being made unavailable after a certain level then that should be fixed, shouldn't it?

2) Is Gallus' Journal really glitched? I've noticed people (myself included) assuming that it is and asking for it to be fixed for several months. Will be it be fixed if it is a glitch.
