Hey guys,

well,I want to buy property in windhelm,but in order to do it,i need to complete blood on the ice,and well,the quest don't trigger...I go to windhelm everyday between 7 AM to 7PM and when I go to the graveyard the body is not there and I can't start the quest.

In the Dark brotherhood quest line,I killed Tova's daughter and she commited suicide.maybe is because of this?

This quest is buggy as hell. I had to reset the quest a number of times, and resurrect more than one character who had gotten themselves killed somehow (not only the mother of Tova). This is a good guide:

Try resetting the quest status with the console and reset the associated NPCs. Good luck.
