Is there some prerequisite to getting this quest?

When I talk to Maramal the option to discuss marriage doesn't come up.
So I did the Love quests from Dinya Balu but that didn't help.

I am speaking to him in the Temple of Mara - do I need to catch him in the Bee and Barb first or something?

You're wearing the Amulet of Mara, correct?
