Can't unlock the ballistic weave gear

I've completed three DIA cache missions, and Drummer boy keeps telling me to talk to Tinker Tom, but he has no ballistic weave armor for sale, and I can't craft any either.



And yes, I know not all armor is upgradable with the ballistic weave. I wanted to upgrade Military fatigues. And like I said, Tinker Tom isn't selling any ballistic weave armor either.



Tinker Tom simply hasn't given me the dialogue that unlocks it.

Did you do a "set up a safehouse" mission yet? Pam didn't give me the DIA mission with the ballistic weave in it till I did one of those for the railroad.

Yes, I did set up a safehouse. And like I said, I've done three DIA cache missions, and Drummer Boy has been saying I need to talk to Tinker Tom who I think is bugged.

I was having the same problems you were. No dialog for ballistics weave until I did a couple of more missions for the railroad. I don't know what exactly triggered it. I thought it was the safehouse mission but maybe it was the mission from tinker tom that is blocking you. I kinda did all of the ones the railroad gave me before I went back to them. Did you install his latest surveillance machine?

I've set up like 5 MILAs or something, and he just gives you a new one after each one. Pretty sure it's an infinite mission, or at least close to it. Everything I've read says you should get the ballistic weave after one or two DIA caches and I've found three.

Yup, same problem here. Currently no fixes or workarounds available.
