I had previously started the "Blood on the Ice" quest, but the female lead had already died and the quest stopped there. No more murders. Move ahead in time and I finally did the Imperial Quest and after defeating Ulfric, I could buy the house from the new Jarl. I did. Made a Thane. Went to the house, said "hi" to the House carl and then back to the Steward, who has no upgrade dialogue.....?
