I made a youtube video showing what exactly the glitch is. I think it happened while i was transforming into a vampire lord and jumping off a little cliff at the same time. When I'm in vampire lord form i can't use any of my magic or sprint. While I'm a human i can't use any weapons or magic and the only thing i can use is my fists or by left clicking and right clicking at the same time to do a power attack with weapons or magic in my hands.
