i cant win any more race certificates from the begginer's luck track... is this a pc steam bug or is it working as intended?

That's normal, once you win a race the next times you do them you don't win anything, I think that's how it works.

If you need certificates, just go destroy cars in the wasteland, Sally rewards you with both money and certificates as well
