no you cant disenchant any of those types of amulets, the dark brotherhood armor, or thieves guild armor

No, you cannot disenchant it, but even if you could that enchantment can only be applied to necklaces, so the only way to get 100% recharge discount is via abuse of the 'escape jail' glitch. (I'll let someone else spell it out, as I'd probably word it incorrectly)

Yes, Talos' Blessing does work. The coding for the description in-game lists the active effect at .2%, which rounds down to zero. However, the coding for the effect itself does indeed work.

So does the effect itself round down to zero, or is the glitch solely in the text?
