Well yeah of course only after having bought Dawnguard, its part of the DLC content.

@OP Yes they drop as loot now in Dawnguard. I reckon about level 60+ is when you should assume they will show up.

When I went in the Soul Cairn first time, I though enemies would drop Dragonbone weapons, but they didn't. Left me a bit disappointed.

The Keepers drop dragonbone weapons, but this may only be at level 45-50+. I know I picked up a Bow, Mace, and Greatsword from the Keepers.
