Without saying anything specific about where/who:

Are these in the game? Like a blank one that I can enchant how I'd like? Because I notice when you disenchant, it destroys the item and I'd like to make my own.

No. Staffs cannot be enchanted or disenchanted. Nor can daggers. You need to find one pre-enchanted. Mods I'm sure will change this later.

Even oblivion had the quest in mages guild where you build a staff and at least get to pick fire/shock/ice etc

I would think a Mage would want to make their own staff.

Teeny tiny possible spoiler: I came across a note in the world somewhere, called "Atronach Forge Recipe", it said something about a Frost Atronach, and it listed several ingredients. One of those ingredients was a broom handle.

I don't really know for sure, but I'm thinking this "Atronach Forge" might allow you to craft staffs. . . from broom handles, lol.
