Because I really love my healing spells, can I get a better one?

I'm sure there's a reason Skyrim has perks for reducing the cost of Apprentice, Adept, Expert, and Master spells.

Tomes. Wizards in each of the holds sell them. General Stores sell them. enemies have a chance of carrying them as loot. Dungeons have a chance of containing them.

The College of Winterhold is probably your best bet for getting better spells.

So how can I get these healing spells?

Once you have the restoration level required to get the half cost perk (25,50, etc) go see Farengar Secret-Fire in Whiterun, he is usually in Dragonsreach in a room to the right of the throne.
