There is supposed to be a guard outside Whiterun that lets me in, but he isn't there. I cannot progress the storyline at all because of this. Does anyone know how to fix it?

Same here. I've restarted several times, and even made 3 different characters to see if anything would work.

It also doesn't let you enter the Barrows in the mountain.

I managed to fix it by deleting the game data and reinstalling it. Hope that works for anyone else having the problem.
