Does anyone know where i can find it?!

I too never found it. I did read a copy at the UESP site.

That one also drove me crazy, it is damn hard to find, same as in Oblivion. The reason for this: It's a skill book. I think I found it in that vampire lair that is related to the Clavicus Vile quest? I could be wrong, though.

You can only be sure that you're not going to find this one easily (like in cities, villages or forts) since it's a skill book.
