I erased all saved games in the play session, uninstalled all mods and I completed some of the main quest line and still cant, he just says random dialogue. I guess I can try reinstalling the game and back up my saves but I dont want to do that right now. Unless there is another solution I will have to wait on the civil war quests. Also I tired every solution I could find on the internet.
