Just bought today and install the DLC. Couldn't start the quest because was level 9. Now Im half way lvl 10 and still not starting the quest. The guards just still talking about dragons and arrow and the knee [censored]...

Have the Vampire attacks in the towns happened yet? Note, they happen after dark.

TBH I dont know. But for sure it passed more than one day since I lvl up 10.

I had the same delay with four higher level characters. I didn't hear anything from guards for a few days. With two characters, I didn't hear anything from them till after my character was recruited.
