Does anyone else have this problem, I did the package quest, I'm the thieves guild grandmaster, what else do I need?

You have to accept a sidequest from both Vex and Delvin Mallory. You don't have two do these two quests, but you have to accept one from each of them. After that, Grover should acknowledge you as a thieves guild member.
