Casino 38 bug

Alright first things first,
Up until now I have been postponing the main quest of the game and roaming the wasteland.
However, I have been using the presidential suite in the Lucky 38 Casino as a home base where i store all of my unused weapons and quest items (and theres a lot of them).
But now when i go into the casino and attempt to talk to Victor to use the elevator so i can go up to the suite.
I am prompted with the option of talking to him, but i am not able to engage in the actual conversation.

Because of this I am not able to enter the suite nor am i able to retrieve any of my belongings.
Now if i kill Victor and the surrounding securitrons (like I've read on other posts) I am able to use the elevator myself, but upon killing them i automatically fail the "The House Always Wins ll" quest.
I have not decided which way i want to go in the game and i do not want to start off the main quest this way, but i cannot find a solution online.

The One thing I have not seen on any other forum is,
When I first entered the Lucky 38 Casino up until now, the Casino and Penthouse has always been very dark inside to where i had to use my pip boy for light.
However, now that this bug exists the casino and penthouse are well lit and i can see very clearly.
I do not know if this is directly correlated but they both happened exactly at the same time.
I just want to know if any of this has happened to anyone else and if so how did they fix it or deal with it.

Up until now I have been very satisfied with obsidian and the way New Vegas has played for me despite all of the other problems and commotion I've seen on the forums, but now this is a serious deal breaker for me.
Just wanted to know if anybody had the same problems (like with the amount of light changing in the casino)
Or if anybody had a REAL solution to the problem other than going gun-ho on the securitrons.

use the ~ key target victor with your mouse,
Type disable "hit enter key"
do not close the command console or anything or click a thing this will keep victor targeted you close the console he dissapears....now
Type enable "hit enter key"
now use the ~ key again this should close the command console
It may or may not have worked, also conflicting quest will break things.... like helping the ncr or cezar etc ...


as for people having issues I have pretty much given up...
Most are below the system requirements, have no name sound cards/onboard sound cards, bad sound cards in general, do not install/update drivers correctly, do not maintain their pcs and automatically assume that people that troubleshoot pcs want to see their dxdiag.... without putting it in as a spoiler and not even posting anything about their computer... gets very old fast.... Some will not even take the steps to troubleshoot they automatically think they can just plug in a pc, not take care of it and have it run anygame, let windows update update drivers because somehow microsoft knows best.... sorry for the rant but yeah about two weeks of helping people out just ugh.... evga forums im like post your full system specs, bios template, what did you do and i pretty much get a straight forward answers and people willing to trouble shoot and 99% of the time it results in them with a problem solved and them happily gaming...

Well i know i meet the recommended requirements easily however the console trick didn't work, to be honest im basically going to move on and hope for a miracle patch, unless I find a new solution.

try making the quest to see mr house the active quest.

I did, nothing seems to work and it seems to ave corrupted all of my save files, so going back a couple saves doesn't work either.

Are you on the PC? Should be if you are in this section.

Anyway, fire up the geck and get the name of the cell of the Presidential Suite, it might be a number or a name. Then, use the moveto command with the cell name in the console to warp you to the Presidential Suite. Then, see if Victor responds again.

Also, at one point in the Main Quest, depending on how you do things, Victor goes away and you just click on the Elevator Door to get access. So, try activating the door directly even though Victor is just there taking up space.
