Is there any way I can do this in the console? and if so what would the command be please?

All Khajjits are loner celibates and never get married. Didn't you get the memo?

Be sure to save the game first, in case this doesn't work right. Find your potential spouse, open the console and select them with the pointer. Now enter these two lines:

setrelationshiprank player 4
addfac 19809 1

Note, however, that there may be missing dialog due to the voice actor not recording the appropriate lines. There may be other bugs, such as their routine being disrupted. I used this method to marry Ingun Black-Briar, and although she opens a shop, cooks for me and is very affectionate, she no longer sleeps, nor does she visit the alchemist shop for training. In Honeyside, she'll use the enchanter but not the alchemy table, which is very odd considering that her passion is poisons, lol.

I would say it's the closest thing you get.

You can change an NPC's race to khajiit using "setrace khajiitrace" on them. This may result in glitches related to appearance, clothing choices, etc, so maybe try it on a follower you don't much like first. It also won't change their voice or dialog any.
I suspect the use of canned dialog that's not appropriately "khajiit" is the one reason you don't see khajiit in so many NPC roles.

There are a number of mods that change NPCs to khajiit. Look for Lydia is Khajiit. I think there is another for Mjoll.
