Clear sky > unrelenting force?

I searched for this and have found nothing, but it seems that in my testing on guards and a cave bear, Lv1 clear skys is superior to unrelenting force.

How could this be? it has a cool down of 5 seconds and a small knockback, with enough control you can keep an enemy almost infinitely stunned. I have killed guards with and iron sword using this spell and with an amulet of talos and some other unkown buff that i have (it doesn't appear on active effects) the cooldown becomes 3 seconds.

Now whats so op about this? it forces an small knock back animation on EVERYTHING i have tested on, wolves, cave bears, and city guards, but wait there's more! it also works on Giants and Dragons. Pesky dragon breathing fire on you while hovering away? this will interrupt that! It even works when they are on the ground making it easy to keep the from attacking while you wail them.

Adding more words to the shout doesn't seem to make it stronger but it is incredibly broken to me that a non combat shout is better at what it does than unrelenting force is XD

EDIT: i have stop using this shout in combat because it just ruins the game for me :P really fun to mess around with though.

EDIT2: with careful timing i was able to stop a dragon from attacking or flying away after he
landed.

EDIT3: i have found with more testing that clear sky has a much longer range than unrelenting force, it is actually a very,very long range shout.

Well... it is the very first shout you (should) learn in the game VS. a spell given to you by the greybeards at the end of Act I.

but it isn't a combat shout, it just forces and animation with every shout. If it was meant for battle then it would be stronger with the more words you add to it and in my tests it remains the same strength .

While that is true, it is still a matter of ability scaling. Ability to blow away objects or Ability to completely defy nature. On the other hand this could just be a bug.

I'm positive it is a bug or a design over-site, and i think all shouts were meant to be good at all levels and not be replaced by other shouts.

Should patch this to have longer cooldown than unrelenting force while adding on some other effect or buffing the one it already has.

Maybe the hit stun should just be nerfed though.

@shadey heart ~ i think they should just remove the knock back all together, or at least change what it works on, it's current power is ridiculous, if they were gonna patch it at all at least.
