You probably have to get to a certain point in the storyline (like start it?) It wouldn't make sense for a new tree to magically appear and for you to suddenly know how to smith dragon bone.

The new large yellow shiny eyes arent noticable to you? Normal vampires got a face lift, If you want new powers and [censored] try vampire lords.

you have to be given the quest by a guard or messanger

You speak to a town guard to initiate the Dawnguard questline. You'll probably find out more things as you progress through the dlc.

i have been walking around after dawnguard downloaded just now..ive spoked to many guards...and the jarl of whiterun...nothing is happening

What level are you ?

You need to be in Vampire lord of werewolf form to access the new perk trees.

If you don't know how to start the Dawnguard questline then go to whiterun and wait for some orc to talk to you.

My character is level 17, and when I'm in Beast Form I'm unable to access the character screen, so I don't know how being in Beast Form would allow me to access the new perk trees.
