cntrl f4 don't work anymore?

I am pressing cntrl f4 all time to gcreate the face gen stuff for the npc but it keeps doing nothing why?

Make sure you have them selected in the Actor section of the object window. If you have the All filter on it wont work, it has to be the Actor filter.
