There is no dialogue option to get the master restoration quest and my skill is at 100. All the other mages are offering their master level quests. All but the one I need the most. What are the odds, huh? A bug probobly would've prevented her from selling me the Guardian Circle spell book anyways just like all the other times.

This is a known issue with Radiant AI and the player having similar quests blocking new ones. Collete will give you the master level spell quest when you have cleared other similar quests in your log.
