I don't know of a such command. Something similar that I know is http://www.truancyfactory.com/mods/skyrim/skyrim_characters.html, which has NPC faces as presets and savegames. You can check the http://www.uesp.net/wiki/Skyrim:Console and see for yourself, but I doubt there's anything like what you've described.

In Fallout NV it was; MatchFaceGeometry ActorID %. I'm not sure if that works in Skyrim or not...it definitely wasn't in Oblivion.

I'd look for a script extender command if its not in the base function set.

Does it give you an error about ActorID or just a general error message?

If you have the construction set you can check the face values of the NPC you like then save a copy as a preset(by ticking an option in the window that pops-up), save it to an esp file, and then enter ShowRaceMenu in the game to change your characters face.
