Ok so i have encountered an imperial courier passing through blackreach, creepy yes, but guess what?

Today i found ria, vilkas and athis in blackreach....

Are they SUPPOSED TO BE THERE?! cuz nobody can enter blackreach unless they have that sphere thingy. And dont get me started on the imperial courier
