So I brought back the first shard of Wuuthrad, and after completing that quest, I have the misc. quest to ask the companions leaders for work, but none of them will give me any work. I've waited for days, and done a few other side quests, but no one there will offer any quests. Is there something I'm missing here, or is it just a bug? Also, if it's a bug, is there some sort of console command I can use to get around this?

did you get told to see Skjor or Kodlaik? it will still say you can ask for work but they will tell you you have something more important to do. Check your quest log and see if you have one from them you didn't activate. Maybe your suppose to meet Aela at night in the underforge and haven't done so yet. You can't get quests until you do that.

I believe it was Skjor who I returned the shard to. Nothing is in my quest log except 'Talk to the companion leaders for work.' under the misc. section. Talking to Skjor, he says that I still need to prove myself.

i believe you have a wait specific amount of time. not sure if that the quest im thinking of

have you tried talking to someone other then Skjor?

I've waited quite a long time. And yes, I've talked to everyone in the Companions, and the only quest I have is in the Misc section telling me to ask for work from the leaders. No one has any dialogue option asking for work though. My guess is I'll have to find some sort of console command to bypass this.
