Compatability, multiple addons, and leveled lists

This May be a very stupid set of questions, but I've had trouble finding answers. To lay the base: I'm making a mod that massively overhauls/changes the leveled lists for merchants, generally making their inventories much "weaker". I would like this mod to use the resources of other more popular mods (some of which also Alter the merchant leveled lists, i.e. Immersive weapons) If that player has the mod installed. I can make add-ons for multiple mods, but how do I deal with two add-ons that affect the same leveled list? One will obviously overwrite the other...

What happens if I make a mod that references another mods resources, but those resources aren't there, because the mod isn't there? does everything crash and explode? If not, could I just make my mod reference the other mods, and as long as those mods are loaded before mine, those items will be in my leveled lists. If the mod isn't loaded, then my leveled lists will stay the same....

Or , Could I Wry bash my various add-ons for a "select your add-on" depending on what mods you use....? Seems messy, but it might work.....

I've seen many mods that state "if you have this mod installed... this will happen" but it never "requires" that mod how is this done? For example, Immersive weapons will distribute jaysus weapons throughout the leveled lists, if it's installed, even though it's not a required mod....

I hope it's not Scripts....

Any help would be great.....
