I haven't heard anything about conjuration, but I am curious about necromancy.
Will it be more like Oblivion, where you can conjure undead from nothing, or will it be more like Skyrim, where you need a corpse to raise the dead.

No, thats not the case.
I asked about that awhile ago, and as far as lore goes, its not banned, but people don't really like the use of it.

This is in fact the best question. Is it in the game at all, and is it available to players? It is more a matter of design, mechanics and implementation than it is of lore.
A god or the skill of necromancer. You will need an intervention to revive your dead character.
With out that. Every time you died. You would have to re-grind a new character.
Good chance I will piss off every god in ESO. Best I pay a necromancer to revive me.
If we have to accept that our allies are vampires and werewolves, I see no problem with the use of necromancy...
