As of right now Im experimenting with builds to see how effective they are. (for example how it is like having 100 unarmed) however I don't want to make these changes permanent. Are there any console commands on the PC where I can actually set my skill points back to where they were before?

If you use the 'player.setav' command, you can change it and re-change it to whatever you want.

There is a mod that puts a cheat computer on the wall of the doctors house in good springs. you can add and remove anything in the game, special points, any item and karma i think. it is too cool
