I'd also like to ask how to get rid of that "whistle...whistle..whistle..." dialogue? it's kind of tiring after a while.

I had to finally use the console to complete the quest. Apparantly, for annoying reasons unknown, you were supposed to talk to every NPC in the game until you found the one that could teach you to whistle. I can't remember the specific command, but I found it pretty easy by googling.
