I cannot complete the Main Quest due to A Cornered Rat not triggering or showing up in my quest log. I am playing the PS3 version, have a level 51 Dark Elf, and am the leader of all the guilds in Skyrim. I e-mailed Bethesda about this issue and so far, no response. This is heartbreaking as well as frustrating as I cannot complete the game now and do not want to start completely over. I have Daedric Armor and am close to being able to forge Dragon Plate Armor. Bethesda needs to address this issue and address it soon. This is ridiculous and very irritating.
