Couple of bugsglitches that are severly affecting my gamepla

I've been on a major Skyrim kick the last 3+ weeks, leveling a level 3 thief/assassin and I'm now level 41. I know a game this size will have problems and I've been able to ignore quite a few things, but I've recently picked up a couple of glitches that make it really difficult to play.

1st, my thief dual wields and I use Elemental Fury frequently. My off hand dagger still shows the effect animation, but I can get rid of it by dropping the weapon. The main problem is that the sound affect still plays and it ends up being a constant whirling and whistling in my speaker. Nothing I've done will get rid of this. I've tried dropping weapons, leaving them in one house and going to another area, using different shouts.... but nothing works. This drowns out other sounds and a lot of NPC speech which makes listening to enemies in dungeons difficult.

Any way to get rid of this? I play on PC and I don't use any mods. I've never used the console, so if that's a solution I'd need help with the syntax.

2nd: When running through areas of different lighting, my game reacts different that it did before. If I'm running through town during the day and run under an arch (out of the daylight for a second) the screen goes REALLY dark. Then it lights back up again. Depending on where I'm at or where I'm going, this has caused basically a light flickering and tends to give me headaches. It happens in caves and dungeons as well.

Weird thing here is that in the right kind of light, I can see a faint image of a standing stone, almost like a screen burn. It happens if I move from a darker areas into a lit area slowly. This happens on my level 30 mage and I haven't played him since I've been playing the thief, except to check if these bugs affect him (the Fury shout sound didn't).

I've run into a couple of quest bugs. This post is long enough as is and these aren't game breaking, so I'll link the quests and if anyone can propose a solution, I'd appreciate it.

Moving this to spoilers so your quest questions can be answered. However, the best way to fix a quest glitch is to reload a save from before you got the quest and start it over. All quests in this game do work, but they sometimes will glitch.

As for the Dual Wield effect, does it go away if you equip new weapons or spells? Try Favoriting some, then hotkeying them to make switching around faster.

For the lighting, this can be caused by drivers, and or mis-adjusted monitors (most are so bright out of the box that they make something that should be a flicker look like someone near a strobe light). Most monitors need to be darkened to near 50% brightness, give or take, with an adjustment in the contrast. Use one of these images to make the monitor as dark as possible but still seeing the differences in the grays

If the above does not fix this, then you may want to update your video card's drivers. Although, you can still get an annoying flicker if you travel too close to a torch and on transitions in caves from dark to light areas.

Will the thread still be visible in GD? If not I'll remove the quest links, I've learned to live with them and I don't have any saves to load that will help with those anyway.

I've tried many things to get rid of the sound. I've waited it out, I've done many combinations of dropping weapons, reequipping weapons, taking weapons from plaques in my house that I kept and don't use, mismatched spells and weapons in either hand, put a sword in my off hand.... nothing has worked. The sound goes away when I go into a menu, but resumes immediately after I close it. Fast travelling and sleeping don't help either.

I was going to update my drivers tonight just to cover all bases. I'm pretty sure the lighting effect is some sort of glitch since it's played fine up until a few days ago and I haven't made any changes to my hardware or settings since then.

Edit: My apologies for the spoilers. It wasn't my intention. TBH the bugged quests were just an afterthought to the main questions. The quests aren't really affecting my game, while the other issues are.
