It's not gonna happen, at least not for the current generation of consoles as they simply don't have what it takes under the hood. The Creation Kit and previous Bethesda editors require a lot more power than an XBox can muster as they're substantially more taxing than the games they create/edit. The editors load much more info at any given time. If you want the CK, get Skyrim for PC. You'll never look back.

I doubt it's a matter of a simple decision, especially on their part. It's usually a matter of the platform not allowing it, to prevent various issues from arising (such as the need for tech-support when everyone's game starts crashing.. just read the Nex forums heheh). Another thing is licensing, could be legal issues and contracts that can't be worked around. Then there's the aspect that a whole new dev team would be needed to port everything over and to tweak/test/etc... something they're probably reluctant to do as they already have a ton of bugs to fix and are most likely working on the next game already.

I think your best bet is to get a a movement among you console players/modders, and lobby Ma Beth to include it in FUTURE contracts and development. If you guys show there's a big enough market and demand for it, then they'd be more likely to give it to you (or sell it heheh). In any event, I wouldn't hold your breath for Skyrim modding on console.

Having access to SDKs is something that casual (console) gamers have wanted to be able to use since forever... But it aint never going to happen.. At least not for SDKs that we care about.. Source, Creation Kit, UDK, etc.. Just like JustinOther said.. consoles just don't have the power.

I think there are ways to tone down the resource usage... but the RAM may be a little lacking. It's just the amount of time it would require to actually DO that... presumably hacking and changing loads of code and fundamental aspects.

I know you guys have wanted it forever.. but until critical mass is reached, your cries will go unanswered. After Oblivion, the modding community's participation with that game prompted Beth to start investing more and more time and resources to the public SDKs. I know it began before that, but I think Obliv was the big eye-opener that cemented modding's future for Beth games... and now Skyrim is here, we can see all that extra time and effort they are catering to us with.
