I'm sure I'm just lame but I can't figure out how to create a distraction in the Embassy party quest. I can't shout, cast a spell or hit anyone. I tried knocking things over but no response. What do you do?

talk to the guy with black hair and get him a drink from the elf. also what are you supposed to do later in the mission anyways? im stuck.
