1. Resisting arrest doesn't end in death by guards. On death or after yielding the player falls to their knees like essential npc's do, then you are automatically taken in to custody by guards. You are then put in jail for whatever crimes you commited, also serving a longer sentence for resisting arrest on top of that.
2. Things like mass murder, being identified as a werewolf, etc. all result in the player being jailed and subsequently executed at a chopping block. It would also be cool if this resulted in no longer being ambushed and brutally killed by guards for having a high bounty, they would simply pound you into submission then arrest you by force.
No more murdering 100's of people then just buying your way out of it. Incentive for not [censored] around. Incentive for covering your tracks. That last witness has to go.

That's a good idea. I think I'd do it so that it scales up as you go with the bounty/level, so eventually it will send different and more deadly combinations of stuff at you. Like perhaps, 2h guy 2x, mage 1x, and if you're high enough, a draugr deathlord is the mage's thrall or something.
