It isn't bundled with Crysis 2, like the IWEngine isn't bundled with CoD. You will have to buy a license from Crytek (if they have started selling them that is), and maybe you can get a special discount since it's for studies, if your lucky.
Where did you hear you had to buy a license? Stop lying out of your ass! Crytek never charged for any of there engines and never will!
Yes they will, in Summer they are releasing a Software Development Kit for Indy Developers to licence their engine. Chances are Sandbox won't be released seperately/free because that completely undermines the development kit.

Well, for one thing the mod community is very important to us, and down the road will release a specific SDK for the mod community. We have a business model in mind for this – which I can’t get into details of right now – but it will be extremely user-friendly.
The barriers for entry will be very low, and perhaps even for free. Of course this will be compared to UDK and Unity and so on, but we think this sort of competition is very good for the community.
They say 'perhaps free', but 'free' and 'business model' tend not to go together.
