Well requiring steam wouldn't be bad (i use steam so it's totally irrevelant since i'll buy it from there anyway, the only people who dislike steam suually have slower computers or slower internet and that's fine), but it won't do because of the EA download manager. No-one uses GFWL any more, since it svcks, who cares about cross platform 'cheevos?
Also, the achievements in bc2 were meh and totally pointless, since the whole point is for e-peen and showing off to your friends. Most people don't even know bc2 pc has achievements!
However some games (such as borderlands) have the achievements in steam but don't require steam. So maybe crysis 2 could do that. But then again it's such a small and essentially pointless addition i don't see why you'd need to upset some aspect of the playerbase by saying 'only steam' or, even worse 'gfwl'.
On a final note, steam is the future of PC gaming, so you may as well just accept it anyway

More and more big games are becoming steam only (with f1 2010 being steam download only). If you have a bad connection or limited downloads there's not much i can say to console you, everything will be digital within 5 years or so, including the consoles, so you'd better get onto your ISP. Alternatively, move to europe, where the entire EU will have a minimum connection speed of 30mbps by 2015 and 2 mbps by the end of this year, i have 50mbps and i'm in the UK
