I am at Cottonwood Cove, and is trying to do 'The House Always Wins part I'. When I get there, some guy tells me that Cursor Lucullus is waiting for me at the dock. I go to the dock. Noone is there. I've reloaded the game back many hours, yet he didn't come.
People are telling me to look for a place on that square platform which apparently brings me to the fort. Is there any other way to complete this quest?
If not, can anyone send a picture of where I am supposed to find the command which will bring me to The Fort?

you should just look at the square area on the dock sticking out that says 'travel to the fort'

That's the problem, I can't do that. It's a big square, yes, but looking down on it doesn't give me squat.

My screenshot option wont work, but what I did was I faced the barrels that were under the dock (the square part) and it took me there. I even killed everyone there too so idk
