Custom Spell Help: Limiting Skill Advancement to Combat

Adding some spells that add health regeneration to the Restoration school. However, I'm not sure how to make the spell give exp only when appropriate (ie, when in combat) like most spells do. Is this something that's hard-coded into certain spell effects? Right now the skill advances as soon as the spell is cast, regardless what the combat state is.

If I need to script it, some suggestions would be great. Thanks.
