Has anyone figured out how to effectively use this Shout? As far as I can tell it's completely outclassed by Unrelenting Force. Is it situational? When and how can it be used effectively?

I personally like the shout. It works with one word, rather than needing all three, so you can have a shorter cool down time. You can get it without having to advance the MQ beyond Dragon Rising. And you don't have to chase down your enemies very far, yet they are still put out of commission for a few seconds while they pick themselves up off the ground.

It deals much more damage.

I use Fus Ro Dah outdoors and cyclone indoors.

I've been using this shout a lot lately. Large groups of enemies rushing at me? not anymore as I deal damage and put them on the ground for a short amount of time.
