Was this an oversight? Why is it that females can get the mouth cover of the cowl, but males can't (The One Astrid wears when you first meet her)?

Also, am I the only one who thinks that the Jesters Outfit looks sixy on females.

You could wear the Nightingale cowl. Covers the face.

...Or Bethesda could of fixed it, I don't think shrouded and nightingale mix.

Hmph, it doesn't even show up on beast races, but that's okay since because of that you can wear it and another head piece.
