Dead NPCs are hiring thugs!

I got attacked by a band of hired thugs with a contract from an NPC that I killed on sight. The NPC was out in the wilderness with no-one else around. The contract mentioned theft, which was true - after killing him, I stole some stuff from his camp, but obviously he shouldn't be sending mortal thugs after me... :wink:

Has anyone come across this?

It would be great if someone who knows how the thug-hiring process works in-game (I guess it's scripted and radiant, neither of which I am familiar with) could suggest what to look for. I've got a few mods installed:
