The wiki indicates that the debug character

can be found by using console commands
on the PC or using GECK. I haven't been
able to find this character either way.

in the (PC) game at all?

I found him right away.

Player.placeatme 00139b8b in the console.

Didn't bother looking in the GECK


The COOLEST part about him is that he can show you any ending you want at any time.
