I see an option for this is under the advanced video options. What does it do?

It sets the decal quantity. Really. Decals... I guess in this game are pretty much blood splatters. In other games, bullet holes and other 2d images applied on a texture would be considered decals.

I tried different settings, but in the end I think the stock value works the best for the general image quality.
