i did this all the time with oblivion, fallout 3, fallout NV, etc.

if i felt like playing a DLC over again as a character i would delete that DLC, load my game with no DLC (passing the prompt that says things are now missing) save the game. then reinstall the DLC and have at it.

my save is in breezehome and whilst i am able to load the save anytime i try to save it or leave my house the game will freeze, is there something i can do to fix the issue? (aside from hopefully reinstalling dawnguard till i want to.)

You can't do that anymore with Skyrim due to the way Papyrus scripts are used in saves. Basically, the DLCs are mods, and therefore should be treated as such. The general rule is that the only safe way to remove a mod is to load a save from before it was activated, removing them mid game can cause all sorts of issues (including CTDs like you've encountered).
